What is this and why am I getting it frequently?

There's a couple threads on this. The "Dreaded Neterr=7" Means you lag out to the point it kicks you from the game. It's been occuring slightly more often, and I myself have even gotten it. It's just a lag thing from the servers that kicks you when latency reaches a certain number. It'll clear up in a bit =)

It usually clears up within a day to 2 days. I haven't gotten since the last time I did, and that was weeks ago.
